The 2011 annual report of SAR shows that corruption remains a problem in Romania, in spite of the genuine efforts to tackle it by DNA and ANI, and the courageous decisions by some young magistrates. The processes of privatization and EU accession, or the global economic crisis have reduced the total pool of public resources available for embezzlement, but the political clients found new, more subtle methods to extract rents, mainly by bending procurement rules or plundering the energy sector. EU funds absorption is the poorest in Europe: we stand to lose about 200 mil euro on the Transportation program only. The rigidity and inadequacy of the labor market regulations are about to become one of the main obstacles to the economic development.
