Discrimination against Immigrants in the Area of Civil Rights – DIM

The project Immigrant Discrimination in the Area of Civil Rights – DIM aims to promote tolerance, multicultural understanding, and to fight immigrant discrimination in Romania by premiere research on the aliens’ discrimination phenomenon, and improving anti-discrimination measures and practices. According to the current data, the observance of immigrants’ civil rights continues to be hindered by practices which are not part of a coherent approach. The proposed research will provide useful data in the area of civil rights. Based on this research report the institutional stakeholders will formulate a policy brief with recommendations for anti-discrimination policies and measures. Additionally the anti-discrimination training for immigrants and public servants combats discriminatory practices by reducing the number of cases of institutional discrimination and increasing the number of complaints from immigrants. The anti-discrimination campaign supports the other project activities by a continuous effort of awareness raising among public authorities, employers, the general public and immigrants with respect to human rights.

Main objective:
Combating discrimination and intolerance toward immigrants through raising awareness with respect to human rights and promoting equal treatment regarding their exercise of civil rights in Romania.

Specific objectives:
1. Evaluating the types of discrimination faced by immigrants in Romania while exercising their civil rights, by conducting qualitative research among involved actors, in months 2-5 of the implementation phase.
2. Involving representatives of the public institutions responsible for the protection of civil rights in drafting policy recommendations and antidiscrimination measures adapted to the organizational systems where they are from, through consultation events organized in months 5-6 of the project.
3. Combating discrimination practices that target immigrants in 5 areas of civil rights: education, labor, housing, health, goods and services, through specific training offered to 30 employees of public authorities, in months 7-9 of the project.
4. Raising awareness of public authorities, employers, the public and the immigrants regarding human rights and the discrimination the latter can be subjected to in Romania, by running an antidiscrimination campaign in months 5-14 of the project implementation phase.
