3.11.2011: The Top-Down Revolution – The Impact of the New Quality Assessment System in Universities

Do the new rules on university rankings and the hierarchy of academic learning programs have the potential to increase the quality of the higher-learning system? The current report by SAR researcher Daniela Marinache proves that implementing the new quality assessment system has the advantage of being research-centered and focuses on the manner in which universities manage to adapt to the current socioeconomic environment. However, there are risks in meeting the ambitious targets of the new assessment system, as illustrated by three case studies: the merger of two universities as a tool of financial survival, unclear criteria in distributing Masters and Doctorate seats in two academic institutions ranked in different categories and the comparison between a university with transparent standards in selecting teaching staff versus another one, with no clear criteria.
