It’s as if this was never more obvious than in 2006 Romania, with its four budget amendments of the past twelve months, a radical change in deficit targets, from 0.9% of the GDP to 2.5% during the course of a single semester, plus the Government’s stupefying ambition to overthrow the balance of public expenditure by 4.5% of the GDP during the past month and a half of the year, from a 2% surplus during the first ten months to the stubbornly maintained yearly target of minus 2.5%.
