The financial crisis drastically reduced the budget for the health system in 2009, with 20% in comparison to 2008. The funds were enough only for the first nine months of the year and in the last trimester expenses were made from the 2010 budget or by using ad-hoc solutions (delaying payments to the medicines or services suppliers, over taxation). Family doctors, patients’’ associations, producers initiated a legislative proposal for the allocation in the future of 6% of the GDP for health.
Under these conditions, SAR has initiated a wider debate with the actors from the system and the public regarding the reformation of the health system. During this campaign two reports were published and intensely publicized.
